More on the Motu Proprio

It looks like hell just might freeze over this month, because according to this Times on Line article, the Pope will finally release the Motu Proprio. Looks like it might be modified to exclude the controversial prayers for the conversion of Jews, (I guess they don't need conversion, after all), and there is mention of an “opt-out clause,” which would allow bishops to prohibit it at a local level, most likely to pacify the German bishops who oppose it, as well as the modernist French bishops. Isn't an opt out clause pretty much the same thing as we have right now? It's like being on a merry-go-round, isn't it?
